Mental illness can affect anyone, regardless of race, ethnicity, gender, age or income level. Our quality health services for adults with mental illness make it possible for those we serve to recover and become productive members of the community. They work, attend school, socialize and become self-sufficient. We provide a system of support driven by our guiding principles: respect, responsibility and recovery. We believe that the mentally ill can recover, and their success stories, which are often dramatic, are the reason for our being.


  • Our client-centered programs serve adults in any stage of the recovery process
  • Clinical and outpatient services for adults with severe and persistent mental illness who are at risk of hospitalization and who require ongoing care, medication and monitoring
  • Case management services are provided to those who require ongoing support; outpatient services for those whose symptoms are in remission
  • Supported Employment Services for those seeking full-time or part-time work. Services include individualized job search, Social Security benefits, counseling, and on-the-job supports
  • Bilingual and bicultural services for Hispanic persons who are experiencing adjustment problems, anxiety issues or moderate depression
  • Healthy Solutions to improve the wellbeing of adults with mental illness through healthy living, physical fitness, disease management, and self-efficacy
  • Mental Health First Aid Training educates individuals to understand, and respond to signs of mental illnesses and substance use
  • Support Coordination Assistance helps mental health consumers apply for benefits and medication assistance
  • On-site primary care and pharmacy services at Covenant Community Care located inside our Waterman clinic

Adult Counseling Services Programs served 2500 consumers in 2016

Over 40% of consumers achieved meaningful levels of functional improvement; 97% of those persons served were satisfied or very satisfied with the services they received

Our major Counseling programs have achieved the highest level of CARF accreditation since 1993. CARF is an independent, nonprofit accrediting body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process that centers on enhancing the lives of the persons served.
Our Evaluation and Research program is nationally regarded for excellence
We have the State’s largest number of Spanish/English bilingual counselors. Satisfaction with our services is 95%.
Mental Heath First Aid provided training to 40 participants in 2012
Healthy Solutions helped 141 consumers lead healthier and more active lives in 2012
Access processed 4407 requests in 2013 of which 1776 received services with our agency and 460 were referred to other organizations
Assertive Community Treatment (ACT) served 60 consumers; 44% improved on or achieved personal goals; hospitalization was reduced by 53%
Go-Getters homeless drop-in center serves 54 adults a day
Supported Employment program helped 55 persons find work in 2013
Permanent Supportive Housing program helped 45 former AFC residents move into their own apartments in 2013
Supports Coordination program assisted 754 clients in 2013, providing $600,000 in free medication, and signing up 300 consumers for Medicaid and 140 for the Adult Benefit Waiver
86% of our adult outpatient clients have annual incomes less than $10,000 Developmental Disabilities program served 81 adults in 2013
Served 2870 adults with severe and persistent mental illness with recovery-focused counseling in 2013.


The Waterman Outpatient Clinic is located at 1700 Waterman St., Detroit, MI 48209. Anyone seeking our counseling services should contact our ACCESS and Welcome Center, which is the point of entry for all our mental health programs. To contact the ACCESS unit, call 313.841.7474 Monday through Friday, 8:30 AM – 5:00 PM.
